Itay Epshtain represented the Norwegian Refugee Council at the International Institute of Humanitarian Law Sanremo Roundtable on current issues of IHL.
The roundtable addressed crucial issues concerning the application of IHL in post-conflict situations by examining the lessons learned from recent operations, as well as the legal and humanitarian issues experienced during post-conflict transitions.
This included the legal responsibility of military and humanitarian practitioners towards the civilian population; the challenges related to the evacuation of non-combatants from conflict areas and the legal status of evacuated civilians; the issue of the responsibility of governments and individuals towards refugees and IDPs; the disarmament and infrastructure reconstruction processes.
Itay's presentation focused on legal and operational considerations for humanitarians engaging in the evacuation of civilians during armed conflict.
